Diane Miller has been litigating condemnation cases since 1984 representing primarily condemning authorities. For sixteen years, she represented the Arizona Department of Transportation in projects statewide. She was a lead attorney for the U.S. 60 (Grand Avenue) project from the City of Glendale northwest to Morristown and for the State Route 179 All American Highway project through Oak Creek and Sedona. She was responsible for the I-10 project through Tucson, from Cortero Road through and including the I-10/I-19 traffic interchange. Since forming MILLER|KRAMER pllc, Ms. Miller has represented various governmental entities in acquisition projects and eminent domain litigation throughout Arizona.

Ms. Miller was the State of Arizona’s lead attorney for outdoor advertising issues. She was also an author of the State Route 179 access management plan, which ADOT has adopted as its model statewide. During her career she has condemned property for freeways, roads, schools, airports, flood control, parks and utilities.

A proven condemnation trial lawyer, Ms. Miller is the only attorney in the history of the Arizona Attorney General’s Office to be twice recognized as Litigator of the Year. Ms. Miller has presented at the Federal Highway Administration National Conferences, the CLE Annual Conference on Arizona Eminent Domain Law and International Right of Way Association meetings.

Ms. Miller is a graduate of Rutgers University and Arizona State University Law School.


Chris Kramer has practiced law since 1986, primarily in civil litigation. For seven years he represented the Arizona Department of Transportation in eminent domain cases. He was the attorney solely responsible for the Red Mountain Freeway corridor (State Route 202) from State Route 87 through and including the interchange of the Superstition, Red Mountain and Santan freeways. That project involved approximately $100,000,000.00 of right of way acquisition. He was also solely responsible for the Sky Harbor Freeway project and was the lead attorney for the East Flagstaff traffic interchange project (U.S. 89/U.S.66/I-40). Since forming MILLER|KRAMER pllc, Mr. Kramer has represented governmental entities in acquisition projects and eminent domain litigation statewide, including roads, flood control, wetlands/open space, airport and utilities.

Mr. Kramer is the author of the Eminent Domain chapter of the Recommended Arizona Jury Instructions (RAJI (Civil) 4th). He has lectured on eminent domain law at the State Bar of Arizona’s annual convention, for the National Business Institute and at CLE International’s Annual Conference on Arizona Eminent Domain Law. He became co-chair of that Conference in 2007, continued in that role for the 2008 Conference and has been asked to continue in 2009. Mr. Kramer regularly speaks at local and national conferences for CLE International, the National Business Institute and the International Right of Way Association on eminent domain issues.

Mr. Kramer is a graduate of Illinois State University and the University of Notre Dame Law School. He is also licensed to practice in California.
